Il verbale delle riunioni del Consiglio Federale
PRIMA PARTE/ANTEFATTO
Dal verbale della riunione del Consiglio Federale del 25 novembre 2019 (pubblicato sul sito della F.I.G.H il 4 febbraio 2020):
“Il Presidente sottopone al Consiglio per l’approvazione il verbale della riunione svoltasi il 9 settembre 2019, che viene approvato a maggioranza, con l’astensione dei consiglieri non presenti alla riunione in oggetto ed il voto contrario dei consiglieri Lattuca e Rubinetti, i quali, nel consegnare al
Segretario Generale un documento in merito, asseriscono che il verbale si presenta incompleto, eccessivamente sintetico e gravemente omissivo, tra l’altro, sui punti 1, 2, 3, 4.1, 4.3, 4.4, 4.5, 4.6, 4.9, 4.11, 5.12, 5.14, 5.15, 5.16, 5.22, ed altresì contestano la modalità di verbalizzazione, nonché la grave
irregolarità della metodologia in uso presso la Federazione, avallata in sede di verbalizzazione, di approvare le delibere consiliari mediante rinvii ad allegati, che non sono poi soggetti alla pubblicità del caso nel sito federale, per cui non v’è alcuna possibilità ex post di verificare la congruenza fra quanto sarebbe stato approvato e i documenti effettivamente esistenti agli atti della Federazione, ed ancora chiedono formalmente che i verbali del Consiglio Federale siano redatti contestualmente allo svolgimento dei lavori federali ed approvati a fine seduta ovvero, se ciò sia ritenuto non praticabile, che i verbali stessi, comunque redatti nella contestualità delle riunioni, siano approvati al termine delle stesse quanto meno in minuta e sottoscritti da tutti i presenti, onde consentire a ciascun partecipante ogni
controllo e verifica del caso e, se anche ciò non fosse possibile, per le medesime ed inalienabili ragioni di trasparenza chiedono che sia acquisita registrazione audiovisiva o solo audio delle riunioni consiliari.
Chiedono infine ufficialmente che il documento dagli stessi consegnato sia allegato al verbale della riunione del Consiglio Federale del 25 novembre 2019 e che sia pubblicato, insieme allo stesso verbale, sul sito web della Federazione Italiana Giuoco Handball. Il Consiglio Federale, udita la manifestazione di disponibilità rappresentata del Presidente a valutare nello specifico le ipotesi prospettate, respinge comunque all’unanimità le richieste avanzate (non avendo i consiglieri Lattuca e Rubinetti preso
parte, per loro espressa dichiarata volontà, alla votazione), ritenendo la modalità di verbalizzazione da sempre utilizzata pienamente rispondente alle esigenze di informazione e di trasparenza.”

The minutes of Italian Handball Federation board meetings

From the minutes of the F.I.G.H. Board meeting of 25 November 2019 (published on the F.I.G.H website on 4 February 2020):
“The President submits to the Board for approval the minutes of the meeting held on 9 September 2019, which is approved by majority vote, with the abstention of the members not present at the meeting in question and the vote against by the members Lattuca and Rubinetti, who, in delivering a document to the General Secretary, assert that the minutes are incomplete, excessively concise and seriously omissive, inter alia, on points 1, 2, 3, 4.1, 4.3, 4.4, 4.5, 4.6, 4.9, 4.11, 5.12, 5.14, 5.15, 5.16, 5.22, and also contest the verbalization method, as well as the serious irregularity of the methodology used by the Federation, supported in the minutes, to approve board resolutions by referring to attachments, which are not subject to the appropriate publicity on the federal site, so there is no ex post possibility to verify the congruence between what would have been approved and the documents actually existing in the Federation documents, and still formally request that the minutes of the Board meetings be drawn up at the same time as the federal work is carried out and approved at the end of the session or, if this is deemed impracticable, that the minutes themselves, however drawn up in the context of the meetings, are approved at the end of the meetings at least in first draft and signed by all present, in order
to allow each participant any control and verification of the case and, even if this is not possible, for the same and inalienable reasons of transparency, they request that audiovisual or only audio recording of the meetings Board be acquired.
Finally, they officially request that the document delivered by them be attached to the minutes of the meeting of the Federal Council of 25 November 2019 and that it be published, together with the same minutes, on the website of the Italian Handball Federation. The Board, having heard the manifestation of the President’s willingness to specifically evaluate the hypotheses outlined, however, unanimously rejects the requests made (not having the members Lattuca and Rubinetti taken part, for their expressed declared willingness, to the vote), considering the reporting method, that has always been used, fully responding to information and transparency needs.”
